
At the recent “Two Sessions Spirit High-End Sharing Session” for the tech sector, Mr. CY Leung, Vice Chairman of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC) and Chairman of the GBA International Information Technology Institute, highlighted key points from the 15th Five-Year Plan:
By 2035, China aims to become a powerhouse in education, technology, and talent – with integrated development rather than siloed efforts.
Breakthroughs in basic research and key sectors must yield major original, landmark, and leading technological achievements.
The Plan also calls for advancing technology services, including R&D, design, IP, technology transfer, inspection, testing, and certification.
Mr. Leung noted that Hong Kong holds unique, irreplaceable strengths in testing and certification under “One Country, Two Systems.” He also warned that “going global” requires careful planning to avoid “involution spillover” that could undermine long-term success.
